Stimulus check requirements under Democrats' HEROES Act

While the HEROES Act has been fiercely opposed by Republicans and President Donald Trump, we outline the eligibility requirements for a second stimulus check in the Democratic bill.

In May, the Democrats presented their $3 trillion coronavirus package known as the HEROES Act, which was passed by the House of Representatives but has yet to be approved by the Senate.

Requirements for HEROES Act second stimulus check

Like the Republican-proposed HEALS Act., the HEROES Act includes a provision for the much-anticipated second round of stimulus checks, which would be set at $1,200 for qualifying individuals.

Where the bills differ is in eligibility requirements and the amount paid to qualifying dependents, which under the HEROES Act would be $1,200 (in comparison to the $500 per dependent proposed in the HEALS Act).

While the HEROES Act has been fiercely opposed by Republicans and President Donald Trump, we outline the eligibility requirements for a second stimulus check in the Democratic bill.

  • Individuals who earned less than $99,000 according to the adjusted gross income (AGI) from their 2018 or 2019 taxes (whichever was most recently filed).
  • Dependents – children, college students, dependents over 17, disabled relatives and taxpayers' parents.
  • Social Security Disability Insurance recipients.
  • People who aren't US citizens and do file tax returns, pay taxes and have an individual taxpayer identification number instead of a Social Security number.

Republicans and Democrats lawmakers are currently negotiating a second coronavirus relief package aimed at reviving the US economy, which contracted 32.9% between April and June, the sharpest decline since World War II. Both parties are in favor of including a second round of stimulus payments for individuals and families; however they have yet to come to an agreement on all of the parameters.
