Expected dates for when $600 Golden State Stimulus in California will arrive?
California began sending out a second round of Golden State Stimulus checks 27 August. Californians must file a 2020 tax return, there is still time.
California, on the back of an historic budget surplus, gave residents the largest tax rebate in its history as part of the state’s economic recovery bill, the $100 billion Comeback Plan. The legislation was enacted in mid-July when Governor Gavin Newsom signed the bill into law and began the process for the state to send a second round of Golden State Stimulus payments to residents.
The second round will send those who weren’t included in the first round of $600 Golden State Stimulus, expanding the tax rebate to two thirds of Californians. The bill also allowed for an additional payment of $500 to families with a dependent. So when will the payments arrive?
Californians already receiving Golden State Stimulus checks
The California Franchise Tax Board began sending the first payments 27 August but not all Californians will get their check right away. The state’s tax agency told ABC10 that approximately 9 million payments need to be made. Most stimulus payments that are sent via direct deposit “will be issued between September 1, 2021 and October 15, 2021,” according to the California Tax Franchise Board.
Taxpayers who receive their tax refund via direct deposit, should allow up to 45 days for 2020 tax returns to be processed that are filed after August 20, 2021, but some returns may take longer to process delaying payment.
California’s Golden State Stimulus II (GSS II) payment can put $500 to $1,100 in the pockets of qualifying taxpayers. The California Tax Franchise Board schedules when it sends tax refunds via paper check based of the last three digits of a filer’s ZIP code on the tax return. Tax returns that are processed after the scheduled ZIP code payment will have to wait at least 60 days to receive their Golden State Stimulus check.
Taxpayers who haven’t yet filed a 2020 tax return must do so by 15 October, 2021 in order to receive the Golden State Stimulus.
How much will Californians receive?
Californians that didn’t qualify for the first round of Golden State Stimulus and earn less than $75,000 and can’t be claimed as a dependent on another taxpayer’s return will receive up to $600. Both those who qualified for the first round and second round of Golden State Stimulus and have a dependent will receive an additional $500.
Those who file using an ITIN (Individual Taxpayer Identification Number) and make less than $75,000 and claim a dependent on their tax return could receive $1,000.

Governor Gavin Newsom facing a recall election
Governor Newsom is facing a recall election on 14 September, whether the additional Golden State Stimulus checks will make a difference has yet to be seen. The effort to recall the governor began before the pandemic but gained steam when he was caught attending a birthday dinner at the swanky French Laundry maskless with multiple households, despite the state’s covid-19 restrictions discouraging both actions.
The last recall election in 2003, which resulted in Governor Gray Davis being turfed out, saw a voter turnout of 11 percent higher than the year before when Davis was reelected to office. The latest poll released the day before the second round of Golden State Stimulus payments started going out Newsom had just over 50 percent of Californians saying they would vote “Keep” according to FiveThirtyEight.
