Full-tuition scholarships are often specific to a certain school, or at least a select group of universities. However others will be usable for any college or university in the United States. Even if a scholarship does not cover the full cost of your tuition fees it is still worth considering as it can still help to make a sizable dent in the total cost of higher education.
