Delta has not disclosed the criteria for choosing people who will be given this luxurious service, and it seems that clients have been chosen at random to receive the royal treatment. One criterion to be given the service appears to be having limited time to get to connecting flights. It has also been reported that some Platinum Medallion, Delta 360, and Diamond Elite members have been able to take part in the luxurious experience.

However, this payment does not guarantee that you will get the Porsche transfer service. You could simply be escorted using another type of car, by foot, or on a golf cart.
