Whether your new to California and need to transfer your valid driver’s license or you are applying for the first time to acquire a driver’s license you’ll need to follow similar steps. The California Department of Motor Vehicles (DMV) provides an online application system that residents can use to save a trip to a local office and waiting in line.
However, you will have to make a trip to the DMV for the required knowledge test, and it is recommended that you set up an appointment to reduce your wait time. If you have a valid driver’s license from another state the behind-the-wheel driving test will likely be waived. That won’t be the case for those whose license is expired or applying for the first time. Here’s a look at what else you will need to do.
When can you apply for a California driver’s license?
Teens in California can apply for a learners permit, also known as a provisional instruction permit, at the age of 15½. All applicants under 18 are required to take a DMV-approved drivers education course which must consist of either 30 hours or 2 1/2 semester periods of professional classroom instruction. As well, at least six hours of behind-the-wheel training with a professional driving instructor.

If you are transferring your current out-of-state driver’s license, you will need to do so within ten days of becoming a resident.
Driver’s license test
All applicants for a California driver’s license will be required to take the 46 question test of knowledge and must answer at least 38 correctly to pass. The California DMV provides a handbook detailing all the knowledge that drivers will need to know for completing the test.
You will be given three opportunities to pass the knowledge test. Each time you fail the test you will have to wait one week between attempts. If you fail to pass by the third attempt, you will have to reapply and pay the application fee again.
Likewise with the behind the wheel test, you are given three chances to pass, but you will need to pay a fee for each subsequent test if you fail the first test. As well should you fail to pass on the third attempt you will need to reapply and pay the application fee again.
Upon successfully completing the exam(s), new residents transferring their license will be asked to surrender you driver’s license from the other state. All drivers, new and transfers, under 18 will be issued a provisional driver’s license and will subject to restrictions for the first 12 months or until they turn 18.
