The Supplemental Nutrition Assistance Program, commonly known as SNAP, is a government assistance program that provides eligible low-income individuals and families with funds to buy food.

The program is administered by the United States Department of Agriculture (USDA) through its Food and Nutrition Service, in cooperation with state governments. It aims to alleviate hunger and improve the nutrition of its beneficiaries, who number more than 41 million.

Basic income eligibility guidelines for the program are established at the federal level by the USDA, but states have some flexibility in how they implement the program. This means that certain aspects, such as allowable deductions and eligibility criteria, can vary slightly from state to state.

The federal government sets the general income limits based on the federal poverty level (FPL). Households must have a gross income at or below 130% of the FPL and a net income at or below 100% of the FPL after deductions to qualify for SNAP.

Some states, including New York, use Broad-Based Categorical Eligibility (BBCE), which allows for higher income thresholds and asset limits.
