New 'Super Dragon Ball Heroes' anime opening scene is everything a Goku fan wants to see

Who is Majin Ozotto?

Majin Ozotto was introduced as the major villain of the video game Dragon Ball Z: V.R.V.S., a demonic being who comes to Earth to defeat its most powerful warriors. The character was introduced in this Japanese arcade game, and his arc takes place nine days before the beginning of the Cell games, so his story is not considered canon.
