Xebec and Blackbeard have a deep connection to Davy Jones’ lineage. Rocks’ real name is actually Davy D. Xebec, a name change he made to hide his true identity.

Blackbeard, as the great villain, would be the continuation of that lineage, and as heir, he could amass an absolutely unprecedented legacy. For centuries, the World Government has tried to erase all traces of these characters linked to the good Davy.
