He is a character of enormous cruelty in the universe created by Eiichiro Oda.

‘One Piece’, a manga and anime that has been with us for almost three decades, a long time in which all kinds of stories and characters have passed before our eyes, but not all of them affect us in the same way. Among the many villains we have seen in the series, some stand out more than others, but there is one in particular that does not please Eiichiro Oda, the creature’s father.
Currently, the manga has a total of 110 volumes on the market, and the 111th volume will be released in Japan on March 4th. Each volume has a section called SBS (Shitsumon or Boshuu Suru), which means “I’m taking questions.” Basically, it is a section where Oda answers questions from the readers and it has become very important over the years because of all the additional information that is given. In One Piece volume 89, there was a reference to Nami and how the member of the Straw Hat Pirates called Caesar Clown “trash” and “scum” and mentioned that he would be better off dead. A reader asked Oda if Robin had influenced Nami to speak that way, and the author’s answer couldn’t have been more telling.
A villain who is pure evil
Eiichiro Oda makes it clear: “Please remember what happened on Punk Hazard. Caesar fed the children stimulants, called his subordinates guinea pigs, and dedicates his whole life to creating a weapon of genocide. He truly is a man where it would be better off if he was dead. Even though Nami is only kind to those in need (women and children), I truly think she hates Caesar from the bottom of her heart.”
Words of great power from Eiichiro Oda, and no wonder. We are talking about Caesar Clown, a villain introduced in the 26th arc of the series, known as Punk Hazard. He is a scientist who was a former partner of Dr. Vegapunk and is an expert in weapons of mass destruction. He is a madman who has played with human lives in the worst possible way.
