Las Vegas is still widely expected to select former Indiana quarterback Fernando Mendoza with the top overall pick later this month. But by adding Cousins, the organization may have just revealed exactly how they plan to handle that situation.
A bridge quarterback - not a replacement
At 37 years old, Cousins is unlikely to be viewed as a long-term solution. Instead, his arrival points to the more traditional approach of developing a rookie quarterback slowly.
Head coach Klint Kubiak made that philosophy clear earlier this week, noting that in a “perfect world”, a young quarterback wouldn’t be forced into the starting role immediately.
Cousins fits that model perfectly. He brings experience, stability, and familiarity with Kubiak’s system - all traits that can help ease the transition for a rookie expected to become the future of the franchise.
Before signing Cousins, the Raiders’ quarterback room was thin. Aidan O’Connell was the only quarterback on the roster following the team’s recent moves, leaving a clear gap for a veteran presence.
Now, that gap is filled, and the team suddenly has a much clearer structure with a veteran starter, a likely No. 1 overall pick waiting, and a younger backup who is already familiar with their system. If anything, the move reinforces expectations that the Raiders will still draft a quarterback at No. 1.
Rather than creating uncertainty, the Cousins signing actually removes pressure. The team no longer needs an immediate contributor at quarterback, which allows them to focus on long-term upside instead of short-term readiness.
It also opens the door for a redshirt-style rookie season, something that has become less common in recent years but is still widely viewed as beneficial for development.
There’s also a football reason behind the move beyond roster construction. Cousins previously worked with Kubiak during their time together with the Minnesota Vikings, where he produced some of the most efficient seasons of his career.
That familiarity gives the Raiders a level of comfort as they install a new system and provides a steady presence for a locker room undergoing transition.
