FIFA, the World football governing body, like any other essential sports federation throughout its history, needed to adapt its decisions to the desires of its members. Of course, we’re referring to the politics and football diplomacy required for the World Cup host election process. Since the first tournaments, when a certain continental reciprocity was respected, the host organizers switched between continents.

The controversial tournament in France in 1938 led to the famous boycott of both Argentina and Uruguay for misleading the South American countries and not respecting the already established rotational system.

Therefore to bypass any forthcoming boycotts or disputes, FIFA started alternating between the Americas and Europe, which resumed until the 2002 FIFA World Cup in Asia. Later the system developed so that the host country is now selected in a vote by FIFA’s congress, which is accomplished with a comprehensive ballot system.

The new rotational system

FIFA proclaimed on 29 October 2007 that it would discontinue its continental rotation approach, enforced after the 2006 World Cup host selection. The latest host selection procedure is that any country may bid for a World Cup, provided their continental confederation has not hosted either of the past two World Cups.

For the 2022 World Cup bidding process, bids from South America and Europe were not allowed.

FIFA additionally allowed combined bids again (after they were banned in 2002) because there was only one organizing committee per joint bid, unlike Korea–Japan, which had two different organizing committees. The FIFA Executive Committee announced the hosts for both World Cups (2018 and 2022) on 2 December 2010, making Russia and Qatar the biggest and the smallest countries geographically to host the World Cup.

Qatar organizing the 2022 FIFA World Cup meant it was the first time a World Cup would be held in the Arab World and the second time in Asia since the 2002 tournament in South Korea and Japan.
