Independent study to be launched on the modernisation of Brazilian soccer
An independent study into the critical challenges and urgent reforms required in the beautiful game will be launched on 5 September
The Sports Commission of the Brazilian Chamber of Deputies and SIGA Latin America are promoting a strategic debate on the modernisation of Brazilian soccer, with an independent study being launched in a special session on 5 September. The Public Hearing will aim to unite representatives from a range of diverse sectors in order to address critical challenges facing Brazilian soccer, while identifying reforms.
The “Future of Football in Brazil” is the focus of a Special Session organized by the Parliamentary Front for the Modernisation of Football, in conjunction with SIGA LATIN AMERICA. This event starts at 10 am on 5 September during SIGA’s 4th Sport Integrity Week, held globally from 2 – 9 next month.
The session will feature a Public Hearing under the auspices of the Special Subcommittee focusing on soccer modernisation in Brazil.
Review of Brazilian soccer
Initiating a broad, independent, and inclusive consultation, key stakeholders from the football domain, including CBF, state federations, Serie A and Serie B clubs, player and coach groups, sponsors, broadcasters, fans, and public officials, are invited to Brazil’s Congress in Brasilia for discussions.
A Cooperation Agreement will be signed, highlighting the official launch of The Independent Study on the Future of Brazilian Football led by SIGA LATIN AMERICA.
Emanuel Macedo de Medeiros, SIGA’s Global CEO and Chairman and CEO of SIGA LATIN AMERICA, will spearhead the project. With 30 years of leadership in global football and expertise in sports law and governance, Medeiros has worked with organizations like EPFL, World Leagues Forum, UEFA, FIFA, and many international entities.
Speaking on behalf of SIGA and SIGA LATIN AMERICA, Emanuel Macedo de Medeiros underscored the significance of collaborating with Brazilian authorities and highlighted the game-changing impact of the Independent Study on the Future of Football in Brazil, stating:

It is a football that not only assumes its responsibilities towards Brazilian society and economy, but also enhances Brazil’s global stance in the world map, especially as it gears up for the G20 presidency.

Congressman Eduardo Bandeira de Mello, who serves both as the rapporteur for the Special Subcommittee and as President of the Parliamentary Front on Football Modernisation, added:
“Our goal is to bolster football through public policy, driving improvement and modernisation anchored in environmental, social, and governance principles. It’s imperative to engage in deeper discussions with football clubs to ensure financial fair-play and sustainability, while maintaining equitable representation and negotiation power in both image and sporting capacities.
Drawing from our experience at Flamengo, where we successfully rebranded a once-discredited club into a respected and responsible entity, we aim to replicate such positive transformations across Brazilian football. The governance of our football institutions should be contemporary, prioritising ESG (Environmental, Social, and Governance) standards.
Football represents a touchstone to the wider world for many children and underprivileged individuals. Therefore, aligning the sport more closely with social and educational policies is crucial.”
