Can I get the $1,100 Golden State stimulus if I got the $1,200 or a third stimulus check?

California had a record budget surplus in 2021, on top of expected federal stimulus money, which has enabled the Governor to propose his $100 billion covid-19 relief bill for the state. Part of his proposal is “the biggest state tax rebate in American history,” allocating nearly $12 billion to direct payments.

The new tax rebate will include millions who didn’t receive a $600 stimulus check in the previous Golden State Stimulus enacted in February. It’s estimated that around 11 million taxpayers will receive a $600 payment in the latest round of Golden State Stimulus.

In the first round of stimulus payments that began going out in April was targeted at low-income workers making less than $30,000, including those who are undocumented but have an ITIN number. About 5.7 million people qualified for the first round of $600 payments. This latest round will target middle-class households earning up to $75,000 a year and which did not receive payment from the first round of Golden State Stimulus again including taxpayers with an ITIN.

The new $75,000 income threshold is now the same as that set by the federal government to receive the maximum amount in all three rounds of the covid-19 relief packages over the past year. All taxpayers under the threshold with at least one child if the proposal passes would also qualify for an additional $500 check. Along with the $600 payment a household could receive up to $1,100 in total between the two payments. As with the first round of Golden State Stimulus checks, undocumented families would also be eligible to receive the extra $500 according to the California Comeback Plan.

The payments are expected to total around $8.1 billion according to H.D. Palmer, a spokesman for the state Department of Finance although the Newsom's plan sets aside more funds.

Can I receive the $1,100 stimulus check if I received a $1,400 stimulus check?

The two stimulus payments are not mutually exclusive, receiving one will not affect the other. Those who received the first Golden State stimulus won’t be getting another $600 state stimulus check according to the proposal laid out so far. Since the state and federal stimulus checks are advance payments on tax rebates they don’t count as earned income and are not figured into adjusted gross income. Additionally, neither will be taxed by the other tax authority.

In order to receive the Golden State Stimulus check Californians will have to file a state tax return, just as it is necessary to file a federal tax return to receive the federal stimulus checks. Unlike with the federal stimulus checks, the Golden State Stimulus is available to Californians with a SSN or an ITIN.

The California State Legislature will have to discuss the proposal as part of budget negotiations which it has until 15 June to pass a working budget.
