Victini is available for free to all Pokémon GO players thanks to the Special Research Investigate a Mysterious Energy. Players who complete it will have the chance to be able to capture Victini, a Mythical Pokémon.

Investigate a Mysterious Energy is a Special Research that was added to Pokémon GO on September 30, 2020; we are added to the list of Special Research for logging into Pokémon GO at any time after that day if we are at least level 35 and previously completed A Thousand-Year Slumber, Jirachi's Special Research. Investigating a Mysterious Energy will remain active until we complete all the tasks it asks us to perform.

At the end of the fourth phase of the Research Investigate a Mysterious Energy tasks, we will have an encounter with Victini. And, as with all other encounters in Special Investigations and Pokémon Mythical, it is impossible to fail.
