An unexpected name. The Flying Pirate, helmsman of the Golden Lion Pirates, only appeared in Chapter 0 and the movie Strong World, but he made an impression and left his mark on the fans.

And another admiral. No, not because the Marine Corps is not strong enough. Fujitora, the blind swordsman, can summon meteors and alter gravity, making him a formidable opponent for anyone.
Rocks D. Xebec
Little is known about Xebec, but many of us are waiting for a flashback that will bring justice to the captain of a gang that included Whitebeard, Big Mom, Kaido, or Shiki, almost all of whom are present on this list. When we have it, we have no doubt that in the future it will climb positions like foam.
