The operation of voting for The Best
First, a group of experts representing FIFA and external football interest groups make a shortlist of candidates. Specifically, each member chooses who they consider to be the three best players, coaches and goalkeepers. And, with these decisions, two lists (of eleven candidates each) are drawn up for the best male and female player, another of five coaches and another of five goalkeepers.
After these candidates are confirmed, a second phase of the voting takes place, in which the jury is made up of different groups from the world of football. There are four groups:
Each group represents 25%, so they all have the same power and value, and the criteria of some over others no longer count. They choose their top three from the above lists of candidates, giving five, three or one point.
