Talks continue over a second round of stimulus checks for Americans but who might qualify for eligibility if the second stimulus relief package is passed.

Who will get a second stimulus check if the government decides to go down that particular route to help Americans? The IRS are still delivering the stimulus checks that were signed off via the CARES Act but negotiations have started over a second check. Millions of Americans remain out of work and the $1,200 they received from that initial stimulus boost only went so far.

The HEROES Act, passed by the Democrat-controlled House of Representatives in May, has been opposed by the Senate and President Donald Trump. The president did say another check was on its way but he was vague and Republicans have referred to the HEROES Act as "DOA" and a list of pet needs for Democrats.

Working off the assumption that those whole qualified for the first check would also qualify for the second check, we know that single taxpayers who made less than $99,000 in gross income would qualify along with children over 16 and college students under age 24.

People who are in jail, people who are not residents and living in the country illegally, people who make too much money would all fall out of the range for eligibility. There have been some changes made to the latest act but there are some subtle differences.

This is all hypothetical at the moment as Republicans push for tax breaks and help for small businesses opposed to checks for citizens. They did however, say, that it would be July before we heard anything. Senate Majority Leader Mitch McConnell has said repeatedly if Congress begins work on a second stimulus package, it will happen in July.

"If there's another [stimulus package], it will come together in July," McConnell said Friday. "We need to take a look at how the economy is coming back and decide whether or not we're going to do one last rescue package. And I predicted we'd make that decision in July and I'll continue to say that today."

There has been a deadline of 8 August mentioned also as negotiations over a second stimulus package continue.
