President of the United States Donald Trump is set to give a speech to both Houses of Congress on Tuesday night as he updates staff and the nation on the condition of the country.

Trump to deliver speech to Congress on Tuesday night

All members of both Houses of Congress and the entire presidential line of succession will be in attendance, except one. The one exception is the “designated survivor” who is carefully chosen in the case of a catastrophic event.

The name of the designated survivor was revealed shortly before the speech was set to start on Tuesday night from Washington D.C., which goes along with normal protocol. There have been occasions when the the name of the designated survivor isn’t announced until after the speech starts.

According to the Presidential Succession Act of 1947 states the line of succession starts with the Vice President (JD Vance), second is House Speaker (Mike Johnson), then Senate pro tempor (Chuck Grassley), fourth is Secretary of State Marco Rubio, and fifth is Treasury Scott Bessent. The list goes on as other Cabinet member fall in the line of succession in the order their department was created.

All of those people are generally scheduled to be in attendance, but California Rep. Mike Thompson won’t be in listening to President Trump live after being selected by the House Democrats as the designated survivor.

President Trump and the House Republicans selected Secretary of Veteran Affairs Douglas Collins to be the designated survivor. Collins is a representative of Georgia who was appointed on February 4th. The VA Secretary is generally 17th in the presidential line of succession.
