World’s largest floating city? The $15 billion ‘Freedom Ship’ aims to house 80,000 people at sea

We’re used to seeing giant residential cruise ships sailing between some of the world’s biggest ports. But one long-running concept takes the idea much further – envisioning a self-contained floating city capable of housing up to 80,000 people while continuously circumnavigating the globe.

What is the Freedom Ship?

Known as Freedom Ship, the ambitious project has been in development for nearly three decades and is once again attracting attention after its developers expanded the leadership team behind the proposal.

Unlike a traditional cruise ship, Freedom Ship is designed as a permanent community. Plans call for around 50,000 residents, space for another 10,000 guests and day visitors, and a crew of roughly 20,000 people to keep the vessel running.

What would the floating city include?

The proposed megastructure would include apartments, banks, offices, schools, universities and parks, alongside entertainment venues such as a water park, museums, an aquarium, a concert hall, a soccer stadium and a large nightclub.

Developers also envision extensive retail districts, with businesses helping fund the project. “We want entrepreneurs to lease or buy premises from us, just as they would in a traditional community,” Freedom Cruise Line International CEO Roger Gooch told The Telegraph. He added that while the company would own some businesses, “one of those will certainly be the casino.”

The vessel would also feature a state-of-the-art hospital capable of handling major medical emergencies without relying on facilities ashore. Gooch said several medical research institutions had expressed interest because the ship would operate beyond the jurisdiction of many national regulators.

How the Freedom Ship would operate

According to the proposal, the ship would be powered by nuclear energy and incorporate systems designed to help clean the oceans during its voyages. It would also feature eight helipads and an internal tram network connecting different districts across the enormous vessel.

Rather than remaining permanently docked, Freedom Ship would stay at sea, allowing visitors to board when it passes near their region. “We want people to enjoy the floating city while it’s in their area because it may not return for another two and a half years,” Gooch said.

Why the Freedom Ship still hasn’t been built

Despite its eye-catching vision, Freedom Ship remains unbuilt. Originally conceived in the late 1990s by engineer Norman Nixon, the estimated $15 billion project has never moved beyond the proposal stage because of the immense engineering, financial and regulatory challenges involved.

Even so, its backers insist momentum is building again after recently appointing a project manager, a designer and a naval architect to its 12-person executive team. Gooch remains optimistic about demand, saying, “We could almost justify building three ships.”
