'No-one but the organiser has the right to propose tickets,' UEFA's lawyer Jean-François Vilotte told AFP. 'We will attack illegal resale sites by all means available.'
UEFA's resale site will open at 11:00GMT on Wednesday and will allow fans who have purchased tickets they don't want to resell them at face value and without commission.
Since ticket sales for the tournament got underway last June, some websites have been offering tickets for practically all matches, with prices for the final reaching 400 euros.
Vilotte added: 'We must warn consumers wishing to purchase tickets on these sites against two risks: first the sites sell tickets they don't have because nobody has received any countermark. Buyers therefore may never receive anything, and if they do receive something, may not being able to enter the stadium.'
UEFA's resale platform will function until March 31. The European Championship takes place from June 10 to July 10.
