This is how New York City congestion pricing works: How much will NYC drivers have to pay to enter Manhattan?

New York City has launched its congestion pricing scheme meant to reduce traffic jams and raise money to help rehabilitate public transport facilities.

New York City has begun charging drivers a congestion toll for entering the center of Manhattan, with most motorists having to pay $9.

The fee applies to people driving through local streets and avenues at or below 60 Street near Central Park.

Vehicles will not be charged toll if they are only using FDR Drive; Route 9A/West Side Highway, including connection to Hugh L. Carrey Tunnel, and Battery Park Underpass, connecting FDR Drive and Route 9A.

Drivers who only stay within the Congestion Relief Zone or use exempt roads without crossing boundaries will not have to pay toll.

How much drivers need to pay if they want to pass through Manhattan

The congestion pricing plan was supposed to go into effect in June, with most motorists to be charged $15 to enter the CRZ. But the state government halted the implementation of the scheme, saying it would burden working- and middle-class families.

These will be the new rates under the adjusted congestion pricing plan:

  • Daytime E-ZPass tolls
    • Passenger vehicles (once per day): $9 at peak hours, $2.25 at other times
    • Motorcycles (once per day): $4.50 during peak hours, $1.05 at off-peak hours
    • Small trucks and non-commuter buses: $14.40 at peak hours, $3.60 at off-peak hours
    • Large trucks and sightseeing buses: $21.60
  • Tunnel crossing credits reduced by 40% of original plan
  • Night-time discounts of 75% of daytime tolls
  • Per-ride fees for all trips to, from, or within the CBD
    • Taxis and black cars: $0.75
    • App-based for-hire vehicles: $1.50

Some eligible drivers will also receive additional discounts, credits and exemptions, such as a low-income volume discount or a qualified disability exemption,” according to the New York State government.

The plan also includes a limit on how much tolls can be raised through 2030 to help drivers adapt more easily to the program.

Even though the original amounts have been slashed, the congestion toll will still allow the MTA to get the $15 billion needed for its 2025-2029 Capital Program to make improvements to mass transit in New York City.

These include extending the Second Avenue subway to East Harlem, signal upgrades on several lines and accessibility improvements like elevators to over 20 stations. The city will also add hundreds of new electric buses to the current fleet.
