After that, the top two advance to the final. Roster-wise, 24 All-Stars will be selected (12 from each conference), but the league also mandates a minimum of 16 U.S. players and 8 international players; if the votes don’t line up, commissioner Adam Silver steps in to fill the gaps.

But whether it truly “works” will depend on execution: how the teams are composed, how seriously participants play, and how the league presents the event to viewers.
