Perisic nipped in ahead of Kyle Walker to poke home midway through the second half in Moscow, cancelling out Kieran Trippier's early opener for England.
However, there were shades of high feet about his finish, with the Inter Milan winger's boot brushing the stooping Walker's head as he made contact with the ball.
Dangerous play, says former Fifa referee Iturralde
And former Fifa official Eduardo Iturralde, who was working as a pundit on Cadena SER's coverage of the game, told the radio broadcaster in the the wake of the goal that the action was "dangerous play" and shouldn't have stood.
Perisic's goal forced extra time at the Luzhniki Stadium, before Mario Mandzukic's 109th-minute winner sent the Croats into Sunday's final against France.
