The state of Wisconsin has launched the nation’s first Home Energy Rebate Program (HOMES), which was one of the initiatives included in the Inflation Reduction Act passed by Congress in 2022.

The program allows households of all income levels, but specifically targets those with lower incomes, to make improvements to their homes to increase energy efficiency and reduce utility costs. Some of the improvements that can be funded include insulating, air sealing, and installing heat pumps that reduce energy consumption throughout the home. When implemented nationally, these measures are expected to save American households up to $1 billion annually in energy costs and support approximately 50,000 U.S. jobs in residential construction.

According to the federal government, home energy rebate programs allow individual households to save up to $14,000 on home energy improvements and hundreds more on monthly energy bills.

According to the program’s official website, “HOMES offers discounts on energy-saving home improvements, such as insulation and efficient heating and cooling equipment.”

Applicants must complete a home energy assessment provided by a licensed energy auditor to “determine the home’s improvement needs and establish the estimated energy savings each improvement would provide.”

As for the money they can receive, rebate amounts are based on household income level and estimated energy savings. For single-family homes, rebates would be sent out as follows:

  • $10,000 for those who earn less than 80% of their area median income (AMI).
  • $4,000 for those who earn between 80% and 150% of AMI.
  • $3,000 for those who earn 150% of AMI or more.

In addition to Wisconsin, these nine states are expected to offer one of the rebate programs soon: Arizona, California, Hawaii, Indiana, Maine, New Mexico, New York, Rhode Island, and Washington.
