Bukayo Saka has been left out of England’s starting lineup for the World Cup quarterfinal against Norway, with Thomas Tuchel bringing Noni Madueke back into the side on the right wing.

It’s one of three changes from the team that beat Mexico in the round of 16, although only one is enforced.

Why isn’t Bukayo Saka starting?

Unlike Jarell Quansah, who misses out through suspension, Saka’s absence appears to be a tactical decision rather than an injury concern.

The Arsenal winger is still working his way back to top form after an Achilles tendon injury disrupted the final weeks of the 2025-26 season. While he recovered in time to start the Champions League final against Paris Saint-Germain, he hasn’t consistently looked at his sharpest since returning.

Tuchel has reflected that throughout the tournament.

Saka came off the bench in England’s opening two group matches, with club teammate Madueke preferred on the right. He returned to the starting XI for the 2-0 win over Panama before Madueke reclaimed his place against DR Congo in the round of 32.

Saka then started the last-16 victory over Mexico but was unable to produce the impact England had hoped for, opening the door for Madueke to return for the meeting with Norway.

What other changes has Tuchel made?

England have made two further alterations to their lineup.

As I said, Quansah serves a one-match suspension after being sent off against Mexico, so Ezri Konsa moves across to right-back. That allows John Stones to return alongside Marc Guehi in central defence after missing most of the previous game, although he did come on for the final half hour when the team went down to 10.
