- At least half of the dialogue must be in a language other than English.
- The production must be financed by companies or foundations outside the United States.

Five films have been nominated for the award at the 2025 Academy Awards Ceremony:
- I'm Still Here (Brazil)
- The Girl with the Needle (Denmark)
- Emilia Pérez (France)
- The Seed of the Sacred Fig (Germany)
- Flow (Latvia)
‘Emilia Pérez’ was initially the favorite to win, but controversial tweets by the film’s main actress have derailed the movie’s chances to win. The film’s director has also made some controversial remarks that have distracted the attention from the quality of the acting and the story itself.
